- Fast registration: You can open a sole proprietorship (SP) or an LLC in one day, online, with a minimal set of documents. No minimum capital is required; the state fee is symbolic. - Tax benefits: As of 2025, Armenian IT startups with revenue under 120 million AMD pay only 1% turnover tax. A 7-year program offers full or partial personal income tax (PIT) refunds: 100% for companies with up to 30 employees, 50% for larger ones. Additional benefits include reimbursement for hiring foreign workers and retraining staff, and double deductions for R&D costs.
- Residence and workforce: Business setup grants RP, which can be extended if the business is active. CIS citizens, including Russians, can enter Armenia visa-free. Broad Russian and English language use makes hiring and business communication easier.
- Banking system: Leading banks (Ameriabank, HSBC, etc.) offer loyal services to IT businesses, including SWIFT transfers and remote banking. Inside the EAEU, settlements in rubles and drams are free of currency controls, simplifying trade with Russia and allied countries.
- Logistics and exports: Armenia has no export duties on software or IT services. Via the EAEU, companies gain direct access to Russian and CIS markets. GSP+ benefits apply for exports to the EU. Geographically, Armenia is well-positioned between CIS, the Middle East, and Europe.

How to Open a Sole Proprietorship (SP) for IT in Armenia

- Post-Registration: Open a bank account, set up a tax cabinet, and choose a taxation regime (default is simplified).

How to Register an IT LLC in Armenia
- Founders & Charter: An LLC (equivalent to a Limited Liability Company) can have one or multiple founders (individuals or legal entities). A standard charter includes name, purpose, address, and capital (from 50,000 AMD).

Taxation of IT Companies and SPs in Armenia
- Corporate Income Tax (CIT): 18% on net profits. Salaries taxed at 20% PIT. Recommended for high-expense or large-scale companies.
- Turnover Tax (Simplified System): Revenue under 115 million AMD (~$300k) allows for 5% or lower tax. From 2025, IT companies and SPs pay only 1% — no VAT or CIT. Best for lean, high-margin businesses.
- Sole Proprietors (SP): SPs in IT pay 1% on revenue + 5,000 AMD (~$12) monthly fee. Residents also pay 5,000 AMD social contribution. No additional income tax unless hiring staff (then standard PIT applies).
- VAT: Standard VAT is 20%. SPs and simplified-tax LLCs are exempt. Export of IT services is taxed at 0% — no tax payable, but reporting is required.
- Personal Income Tax (PIT): Flat 20% since 2023. From 2025, PIT refunds apply:
- Up to 30 employees: 100% refund (effectively 0%)
- 30+ employees: 50% refund (effectively 10%)
Valid for 7 years (2025–2031), significantly reducing payroll tax burden.
Special Tax Incentives for IT Companies in Armenia (IT Certificate Program and New Government Support)
IT Startup Certificate Program (until 2024)
Since 2015, Armenia has provided tax benefits to software development companies. IT company in Armenia with fewer than 30 employees could apply for an “IT Certificate,” which granted:
- 0% corporate income tax (until the end of 2023);
- 10% personal income tax (PIT) for employees, instead of the standard 20%.
As of 2024, these certificates only retain the PIT benefit; the profit tax has reverted to the standard 18%. The program has been terminated, and new applications are no longer accepted.
New Government Support from 2025
In April 2025, a new law on government support for high technologies came into force. The key measures are designed for a 7-year period and apply not only to IT but also to adjacent sectors such as electronics, microelectronics, aerospace, etc. Key benefits include:
- 1% turnover tax for small IT company in Armenia instead of corporate income tax (CIT) and VAT;
- 60% PIT reimbursement for new and foreign employees;
- 50% PIT reimbursement for retrained employees and up to 70% compensation for overseas training costs;
- 10% PIT + double deduction of R&D costs from taxable profit (up to 50% of total profit);
- Grant support and direct state funding — 7 billion AMD was allocated in 2023.
These measures effectively replaced the old certificate and offer even more favorable conditions: 1% turnover tax and PIT compensations instead of the previous 0% CIT and 10% PIT rates.
